Issue with Drill-Through URL clickable when expression says Nothing

Please help!

The logic was working perfectly fine, until last week update on service then the nothing became clickable:
our loic is if payment amount is blank we use nothing to disable the click to drill-through and if it has a dollar amount we construct a url and the drill-through gets enabled. 

New behavior that broke our production reports is the when URL is Nothing became clickable and it take users to this url https://paginated-reports.powerbi.com/# 

Please help as this is affecting our client in embedded capacity.
