Is there a way to limit the customer only pulling/update the data and not the load action  with a custom connector in the Power BI desktop appliation ? After  the customer press on the getData in the power BI desktop application?

As far as I know, Power BI is a analysis application for customers to build reports based on their requirement. So they will have permission to load data from data source as they want, both with default connectors or custom connectors. 

If you want to restrict your customers that only give them permission to refresh data, you can try to publish report to Power BI Service. Then share your report with your customer. You even could configure schedule refresh for your report on Power BI Service. After that your customers doen't need to update the data, your report will refresh by schedule.
