Is premium capacity required for User owns data?

So, we have some report that we want to embed to our organization application, where only 2 or 3 persons will be able to view it. Embed a report in a secure portal or website (via iframe) is not solution because we need single sign in experience, so I am interested in user owns data approach. I researched this topic a lot, but I could not find clear answer on question "Is Premium capacity required for User owns data?" or it is enough for this 2-3 users to have just Pro licenses.

@lbendlin I can not trust this article because it says:

"The table below provides a summary of features, the capacity they require, and the specific SKU that is needed for each one."

But in table they said that for Secure URL embedding (embed from Power BI Service) P or EM sku is required, which is not true, you can embed from Power BI Service using just Pro license. So I believe that table from this article just list what you can do with A sku and P & EM sku-s, and do not list requirements for each of features.
