Basically once I've done the work for a PowerBI report, I'd like to re-use the data in say an custom SharePoint form. Is there a way to get the actual data from a PowerBI dataset with REST queries?

AFAIK, these table/records operate api only works on push datasets.
If you are works with general datasets, you can try to use azure blob storage relate rest api to find out your data table records. (power bi dataset host on azure blob data storage)

In addition, you can also consider Greg_Deckler's suggestion to tranfrom your datasource and use related API to get data.
