Is it being able to do this way, please clarify
- In this figure above, is there any build-in workflow-style capability(authentication, authorization, ...) of doing 3,4,5 ?
- Is there any module/API integrate with IBM products such as IBM FileNet?

I'm afraid there is no such build-in workflow-style for Power BI.
We can automate tasks by integrating Power BI to get notifications, synchronize files, collect data, and more with Power Automate.
2.
It supports to connect to IBM DB2 with Power BI.

It also supports to use Rest API to connect to varies data sources with Power BI.
