Ide download table
Hi I know this is a limitation from PBI to add a download button or icon in the table which is will filter the download result based on value in table
Example :
1st row: when click on the download icon, will download 40 row Cleaned NAPs from Organization 1
2nd row: when click on the download icon, will download 50 row Cleaned NAPs from Organization 2
3rd row: when click on the download icon, will download 60 row Cleaned NAPs from Organization 3
Is there any other solution or ide for replace download icon

Perhaps you can take a look at the following link to know how to add a hyperlink into the table visual:
Add hyperlinks (URLs) to a table or matrix
For export data features, I haven't found methods to fully integrate with table actions or hyperlinks.
