I wonder why BI set 'Duplicate value' when i use python solution in BI?

I made visual solution "python" in BI. I face some problems.. the value is different cause Duplicate value being deleted when i upload data to python in bi. why it's made like this..? i can't under...

    That is by design.  It is only a note to you, it is not an issue.  (Well, unless you see it like it is an issue for you. In whcih case you need to add a column that prevents the deduplication from being effective)

What is the meaning just by design?

I don't understand.. I wonder why result came out differently in python and Bi either? And why the logic is necessary? How can I erase this restriction?
