If I select one bar chart value, then filter the next pie chart, then click on pie chart one value then I want to not filter the pie chart value. another chart has a filter this is possible?

What we really want to do is. I have a table that shows the records of county vs sum(sales).
Below it I have a column chart that shows, city vs sum(sales).
When I click on any country in a table, it filters the city(s) in the column chart. (Screenshot 1)
And in the column chart, when I click/select any city it removes the county filter. (Screenshot 2)
What we want to achieve is, when we select/click a city filtering should not be removed.
