I need to refresh a dashboard that wasn't created by me. I need to know how the person who created the dashboard can give full access to refresh the dashboard. (The dashboard is linked with an excel data). (I want to know another way besides automatically)

You can go to the corresponding dashboard and click the Refresh button on the top right corner of the page to refresh manually as shown below, no special permission is required. You can check the link below to learn more about tile refreshing.
Datasets in import mode and composite datasets that combine import mode and DirectQuery mode don't require a separate tile refresh because Power BI refreshes the tiles automatically during each scheduled or on-demand data refresh.
