I can not generate a Power BI Embedded collection

Good afternoon, I can not generate a Power BI Embedded collection.
I have Power BI Pro license and I have managed to do step 01. I understand that steps 2 and 3 are to load data into the collection.

I've tried to generate it using CLI

I can create a workspace from the Azure portal. The reason in your case is that the workspace name is not valid. Try to change jong-pbie4 to jong-pbie-4.
