How to properly setup PBI solution templates tool.

Hi,

I'am follow this tutorial in order to setup tool for creating powerbi solution templates. When I try to run the Microsoft.Deployment.Site.Service I get the exception:

System.Configuration.ConfigurationErrorsException: 'The entry 'BpstNotifierUrl' has already been added. 

What is the proper way to run sample projects ( e.g. Tutorial 1) ?
