Right now, it seems ONLY the original report developer has the option to schedule refresh. Other users, even Admin Role, have not such as options. We should grant the Admin ALL options as the original creator in Datasets View. Otherwise the report will be useless if the original creator left the company and nobady can refresh the data.
I am facing this issue as well now. Have you been able to solve it?

It seems absurd but it looks like this is the only instance of this question that I could find anywhere. I find myself unable to edit the refresh schedule of a report that one of my coworkers published (the dialog is greyed out) even though he made me admin of the ga, admin of the workspace and user of the datasource.
The documentation clearly states that even a worspace contributor can "Schedule data refreshes via the on-premises gateway. Still, it just doesnt work so I'm wondering if this is just a very uncommon requirement or I'm missing something so obvius that nobody ever had thi issue before.

Based on my test, we can create a Power BI Group Workspace, set the member can only view content. Then add some users as Admin role. When the user ( is Admin role) sign in this group workspace, he will see the same options of the dataset as the dataset owner. If the dataset supports schedule refresh, the user can also do this.

I did grant the my colleague as Admin. The issue is that when click the Dataset, he can NOT see the features as me, such as "SCHEDULE REFRESH" and "REFRESH NOW".
Any suggestions?!
