How to create outstanding Fwd measure in Power BI

Hi Everyone.

Thanks for looking into my issue.

Let me start little background This report is for loan processing company they would like to know when they user selects date E.g July/14 /2021 they want too know what is active loan count as pf June/30/2021 as outstaind fwd count.

Could you please let me know how i can calcuate the same.
