How to Sign the DPA ?

Hi , I've went through the DPA of Microsoft product & Services. I have few questions regarding this.

1. If i'm downloading the Power BI Desktop or subscribe to PowerBI Service , how do i sign the DPA ? or will it automatically get applied ?

2. Where can i find the Standard Contractual clauses of Microsoft when it comes to the GDPR ?

Please help me understand the above questions.
