We want to make a change to a dataset in Production. We have discovered that our copy of the PBIT file is not up to date. There are measures in place in the Production dataset that are missing from the PBIT file. How can we view the missing measure definitions?

I'd like to suggest you take alooka the external tools of power bi. According to your description, ALM toolkit seems suitable for your requirement, but I'm not so sure if it work for power bi template file.
A schema compare tool for Power BI models and semantic models, used for application lifecycle management (ALM) scenarios. You can perform straightforward deployment across environments and retain incremental refresh historical data. You can diff and merge metadata files, branches, and repos. You can also reuse common definitions between semantic models. To get the latest, go to alm-toolkit.com.
