Getting notification to End User while the refresh is going on of an report/dashboard.
Do we have any facility in Power BI , when we are refreshing report the end user should get notified ,that the report is refreshing/loading the data.

You can try power automate + power bi scroecard
Create a card visual in the report page with now(), which is the value of the scorecard.
