Get all the users through API in both classic as well as in new workspace model

Can someone help me with getting all the users using Power BI in an organisation whether they are using classic workspace model or the new workspace model.

I tried using the get users API it doesn't return all the users, but when i add a new user to my workspace and then again hit the url to get me all the workspaces it shows that users personal workspace as well, I dont know why this is happening.

I thought of getting all the workspaces ID first and then using the ID getting all the users since get workspace should return all the personal workspaces as well but for some reason this is not happening.

Can someone help me with the same?
