Is there a custom "Matrix Visual" which dynamically allows you to re-arrange the row fields? I know that we can arrange the fields in Power BI Desktop/service while editing the report.
But I would like to give the user flexibility to re-arrange the row headers in the order they like in a published report/dashboard. How to achieve this? Is there a custom visual for this?

There's currently nothing in the marketplace that will do this in the reading view. You could try creating an idea for it?
