Failure scaling Power BI embedded from A3 to A2

I manually scaled my Power BI embedded SKU from A2 to A3 today. About 5 hours later I tried to manually scale it back down and am getting the error 'Failure scaling Power BI embedded from A3 to A2'

Any ideas?

Based on your description, you encountered an error while attempting to scale down your Power BI Embedded capacity from A3 to A2. Below is a structured troubleshooting approach to resolve this:

1. Validate Capacity Idle State

  • Ensure there are no active operations (e.g., report rendering, data refreshes, or query executions) running on the capacity prior to initiating the scale-down process.

  • Monitor activity: Use the Power BI Admin Portal > Capacity Metrics to verify real-time resource utilization (CPU/memory) and confirm the capacity is idle.

2. Restart the Capacity

  • Stop the capacity in the Azure Portal, wait 2–3 minutes, then restart it. This clears transient states and resets internal locks that may block scaling operations.

3. Retry After Cooldown Period

  • Azure enforces a minimum cooldown period (typically 1 hour) between scaling operations. Please attempt the scale-down again after try waiting a longer time.
