When we trigger a dataset refresh via the REST API, if it fails we see the error icon in PBI service but clicking on it shows no useful information. Just something like the following:
If we then try a manual refresh from PBI SErvice we get a decent explanation of what went wrong?
Is this a bug? Any reason for this? Anything we can do about it? Our whole system is automated but we want to be able to provide useful refresh failure info

In fact, the error message already mentions the root cause of the issue: current server does not have enough resource remains and your operations will be canceled due to source not enough.
Perhaps you can try to reduce the hosted operations or move these operations to process when server idle.
