Hi,
I'm using the action "Export To File for Power BI Reports" in Power Automate flow. It was working fine before, until recently it produces the error below.
This was working fine for me last week but now I am also experiencing basically this same issue with two minor differences:
- I am authenticating with an AzureAD service principal not a Azure AD User
- I am using the export-to-file-in-group api endpoint

I'd like to point out this service principal can authenticate just fine and perform other API requests that require authentication without issue, such as:
- get-pages-in-group
- get-report-in-group
I'd like to report that my issue is now resolved today. No actions were taken on my end, looks like it was just a temporary bug in the PowerBI platform.
I tested this morning by dropping the account back to a Contributor role in the workspace. I was able to successfully export images again. It appears that the issue has been resolved in our tenant.
I started seeing the same thing this past Friday. We confirmed that the user account that is doing the export is a member of the security group that allows for exporting of images in Power BI. Nothing else has changed in our workspace or dataset permissions. The interesting/odd part is that if we give that account admin rights to the workspace where that dataset is published, it can export images using that Power Automate action. If we drop the rights back down to Contributor (the role that account has always had), the problem returns.
I'm wondering if Microsoft changed something about how the permissions work with this policy?
