Export API Error 403

We are building an application with PowerBI embedded (embed for your customers). We have added Row Level Security when we fetch the embed token to embed the report so that a single customer can only see their own data. This works as expected. However, we have been trying to use the Power BI Export API to export the report, however we're struggling to get the RLS applied to the export. We've had several calls with microsoft support staff who were not familiar with the Export APIs and were not able to help us resolve the issue


We've followed the documentation, which applies RLS in a similar manner to the embed token, but we're receiving a 403 error:

This error comes directly from their export API. The Report does export if we remove the configuration for RLS. The report does not live in the default "My Workspace", we have created a workspace and attached premium embedded capacity to it.
