Embedding a Power BI page into another Power BI report
Why not link to that page?

As far as I know, we could try custom visual HTML Content from App source.
Based on my test, HTML Content support us to embed power bi report without authentication like publish to web.
If you want to use embed for website or portal, it doesn't support. It will only show sign in pane.

Here I think lbendlin's reply is a workaround as well, you can create a visual with report links. And other users could click and sign in.
You can also create a Power BI App with the reports you want.
Or you can create a dashboard with pinning the live report page as you want.
