Embedded for our Customers - Power Bi Premium or Power Bi Embedded ?

I embedded reports to our application and our customer will use this application. Customers will only see reports in app so we will only have one Power Bi user in this scenario. We should have dedicated capacity but there are two option for that and i couldn't decide which option i should choose .
First option : Power Bi Embedded (In Azure) , Second option : Power Bi Premium . Which option fit to us ? Have can i decide to this ?

I think the one that can satisfy the needs is the best one. One different feature that only Power BI Embedded has is you can pause the capacity anytime. Please refer to developer/azure-pbie-pause-start.
