Edit toolbar not appearing in embedded report

Having occurrences where the edit toolbar does not appear even though its clearly in edit mode. See image below,

All the viz edit options are available but the full toolbar is missing.

I am calling switchMode on the report object - and as mentioned there are times when its fine and others that it loads like this.

 report.switchMode(viewMode ? models.ViewMode.View : models.ViewMode.Edit);

Any known reasons/workarounds or things that I might be doing wrong?

I am able to produce this in PBI play ground when switching between edit and view mode. 
Reproduction steps as follows:

- load pbi playground sample report: https://playground.powerbi.com/en-us/dev-sandbox

- drag in an edit, view and another edit after report rendering

- click Run and report will show up without a toolbar

- if toolbar shows, click Run a few more times and will likely disappear

- if toolbar still shows, remove a "View" and "edit", leaving behind just one edit and click Run

- toolbar will disappear

In Summary 
The toolbar will disappear if switching from edit -> view -> edit and sometimes just to edit
