please check the following documentation for applying filters on report, these filters can be applied after the report was loaded

for applying filter on report load, provide report level filters dynamically in IReportLoadConfiguration
https://github.com/Microsoft/PowerBI-JavaScript/wiki/Embed-Configuration-Details
you can set the filters dynamiclly using the apis mentioned above to acomplish the default filtering.
