Does the PowerBI EMBEDDED Rest API allow me to add rows to a dataset?

The REST API to the O365 service does allow this.  But I can't see anything for Embedded...

AFAIK, NO.

To add/update/delete rows, either use direct query to Azure SQL Server/datawarehouse or refresh the data in power bi desktop and re-import the pbix.
