Disable permission on server
Hello,
Did you khow if it is possible with Report Server to allow a user to download report from the server and edit RLS without the possibility of removing the report ? User must'nt be able to delete a report on the server.

It sounds like you want to keep edit permission and prevent the delete operations, right? AFAIK, current portal permission seems not allow you to accurately control the detail edit operations.
Perhaps you need to do some backend processing to prevent specific users delete report operations.
