DevOps process to deploy rdl files to Power BI (Dev/Test/Prod environments)

We are looking for a DevOps process whereby pipelines can deploy updated rdl files through to development / test / production environments within the Power BI service.

I can see there is a DevOps process for Power BI native files that is capeable of doing this through differernt workspaces (dev/test/prod), but not for rdl files.

Are you work with a workspace that hosted on premium capacity? AFIAK, rdl file can only be recognized and processed under premium capacity.
