Hi, we have developed a Power App, which will be used as a visual on a Power BI page. It also has a form wherein we want to define user roles such as A team can access only data regarding Team A, and edit in Power Apps and similarly for other teams. How can that be achieved ? Do we need a particular license to define these roles ?

For Power BI, you can use RLS to define roles who can only see data that belongs to them. This does not require any license, but when you share this report to others, it also requires a pro license, and the recipient needs the same license.
