Custom message on bar chart which has multiple filters

Hi Experts,

I have a Stacked column chart with X axis as Mon-YYYY and Y axis as count values. And this chart is based on 3 filters for this visual. How do i display a custom message when this chart doesn't have any data.

I tried creating a new card visual and added a measure with the following code:

_Outage_Count =
Var GetOutage = COUNT(DATA_OUTAGE[SR_NUMBER])
Return
If(ISBLANK(GetOutage),"No outage for this year.", "")

This card visual has three filters. 2 filters for the values and 1 for getting only last 13 months data.

Please guide me on how to achieve this?
