Custom Dashboard using visuals in a Power BI report

We are an ISV and want to embed Power BI dashboard in our SaaS application. Our customers come from different market vertical and need different dashboard look and feel.

In order to accommodate all customers, I want to create a report with many different visuals (including slicers) in it and publish it to Power BI Service. We will also develop an application to call Power BI APIs and let customers pick and choose the visuals of their choice from a list, move them around and save the final layout under their user name. Our application will be able to use the saved layout to render their dashboard and let them slice and dice data.

Is this approach possible to implement using Power BI APIs? I researched the APIs and tiles are accessible using API calls but I haven't seen report visuals' API and as far as I know, tiles can't include the slicers and clicking them will take the user back to the report. This is something that we don't like. We want the same interaction as report visuals. Clicking on a visual should cross drill other visuals in the dashboard.
