Creating a dashboard which accepts user inputs and stores it

I have to create a dashboard which works as follows
1. There is a matrix of Sales Reps - Product IDs and their pricing recommendations

2. I want the dashboars to be SR specific. e.g. user SR2 should be able to see only his price recommendations and no one else's. I can d that using dynamic RLS

3. If SR2 is the user the he/she should be able to accept/reject the prices. If he/she rejects, he should be able to enter a new price which he/she thinks is correct which is stored at back end.

How to implement the last part is where i am struggling. e.g. I want the user to be ablee to see "Accpt/Reject" button/slicer below each and then enter a price in a text box below which is connected to a database/spreadsheet
