From Power BI side, it is not possible.
When mentioning "customers", so it is likely that you're an ISV? For ISVs, Embedding for your customers is the typical feature. You maintain reports/dashboards in your own Power BI workspaces for different customers and the customers could access the embedded objects in your web application. For this case, there's some automation process that can be developped, see this thread.
My questions is, while the customers have their own tenant, why they don't maintain their own workspaces? If they'd like you to maintain the workspaces in their tenant, they shall create a dedicated account in their tenant for you.
