I cant use python, i can use Power Query, SQL or ADF.

The coordinates you provided seem to be in the Israeli Transverse Mercator (ITM) coordinate system, and you likely want to convert these to a global coordinate system such as WGS84 (which uses latitude and longitude) to be able to use them in a map visual.
Here is a repo that you can use it : https://github.com/zvizvi/ITM-to-WGS84

thank for your answer.
as I said, i cant use any programming language' only SQL or Azure Data Factory.
can I do it with this tools?
While it is not the adequate platform to ask about SQL/Azure, here is a link to guide you : https://gis.stackexchange.com/questions/214833/convert-nztm-to-latitude-longitude-in-sql
