Commenting on the dashboard week over week

I have the dashboard in the import mode from Excel sources. We would like to introduce commentary on the numbers every week without having to refresh the whole dataset every time the comment is added. It seems to me that the easiest solution is to create separate visual for each week and use "add a comment" option for each visual. This would allow for checking the comments of previous week. Visuals would be switched every week using a button. Is there any better solution? I was thinking of PowerApp but as I understand this would require a refresh of whole dataset every time the comment is added.
