Color Picker selection not persisting when apply setting for "ALL" is selected .

To put it simply, the color you choose for All does get applied to all series, but the color picker doesn't show or remember that selection. So, while it seems like it's not saved, it actually is, this is just a limitation of the UI, not an issue with your custom visual.Because this is a UI limitation and everything is functioning correctly, it would be a good idea to share this in the Ideas Forum mentioned below for visibility and possible improvements in future updates.

In custom visuals, formatting properties are defined in the capabilities model. A property can be configured as an enumeration (dropdown) or can be bound to a field/measure for conditional formatting (fx), and the formatting pane renders these based on how the property is defined.
Because of this, the typical approach is to use either a dropdown for fixed options (such as blink or pulse) or a field/measure to drive the behavior dynamically, depending on the requirement.

Thanks for reaching out to the Microsoft fabric community forum.
This behavior appears to be a UI limitation in the latest version of Microsoft Power BI Desktop, where selecting a color (for example orange) under apply settings to all correctly updates the visual, but the color indicator in the format pane continues to display the default theme color (blue) additionally, the popup asking to select a specific series indicates that color changes are now intended at the series level, so the blue shown in the pane is not reflective of the applied color but just a static default, making this a visual inconsistency rather than a functional issue.

for the first part, correct 100% . i mean i can live with that bug, but my OCD can't hahaha.
for the second part , i didnt get what you mean, from my side ( in the custom visual im building ), when i change the color for the ALL, the color picker related to ALL is not persistent , however the other series are able to see the change and takes it as their new default .

although i have another question,
im trying to build a settings per measure.
i want to add an fx for animation mode . so i would have per each measure a dropdown that the user can select an animation ( blink, pulse..// ), and and fx near the dropdown . is it possible to have such a thing ? to bind fx with dropdown ?
because in built in power bi native visuals, you can ( check image 2 )
