I have a requirement that needs Clustered Column chart visual need to be used.When using the visual few bars are too small inspite of having values.In the below screenshot the bars for August and Sepetember are too small in height inspite of having values due to which we are finding difficult to click on it and drill through.Could somebody help me out on how to increase the bar height..

The chart axis range is controlled by the chart itself, you can add a filter to filter these huge parts to help power bi autofit the axis range and unit.
In addition, you can also try to modify the 'start' 'end' properties in the format tab to help show the small values.

You are not showing the Y axis min and max values. Those can be manipulated (especially setting the min to 0).
You can also consider to make the y axis logarithmic.
