Base on your description, it seems like got the error when clone pipelines in Azure DevOps for your Power BI projects. You can refer the following official documentation to clone the pipelines.

For YAML pipelines, the process is as easy as copying the YAML from one pipeline to another. For pipelines created in the classic editor, the procedure depends on whether the pipeline to copy is in the same project as the new pipeline. If the pipeline to copy is in the same project, you can clone it, and if it is in a different project you can export it from that project and import it into your project.
In order to make the further troubleshooting, could you please provide the following info?
- Ensure that you have the necessary permissions to clone the pipelines:Manage security in Azure Pipelines - Azure Pipelines | Microsoft Learn
- Make sure the related workspace has the sufficient permission: Prerequisites
- Whether it is ok when switch to other workspace?
- Is there anyone else in the same organization has the same problem with yours?
