Looking for any options to setting up pbix files to be opened and edited through SharePoint 2013. Typically when opening files it prompts for a check out before being able to edit, but currently it is only downloading the file with no option to edit.

Sharepoint doesn't support you to open pbix online currently. We only could download the pbix and open it.
Your demand is a good idea, while it is not supported to implement in Power BI currently.

Or you can submit a new idea to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
