Can multi user use 1 pro license at same time?

Hi,

We are trying to use the embed secure feature of Power BI to intergrate our power bi dashboards with our company's internal portal (Employees Authorzation required). 

From the documentation page https://docs.microsoft.com/en-us/power-bi/service-embed-secure , it says the view of the dashboard require a Power BI pro license. 

I have some questions upon this:

1. Does it require a pro license for the dashboard creator?
2. Does the viewer will limit to our organization only? By which I mean, if someone others who have the pro license from other orgs would they have the permit to view our dashboards?
3. I know the pro license viewer need to login to read the dashboards, I want to know if it's allow multi users (company's employees) to login-in with one pro license at the same time (on different devices).
