When I upload my .pbix to the powerbi.com cloud I cannot make a paginated report as per MS directions. I can from .pbix files which come from SQL Server. Observe- below there are no choices but w my regular .pbix files there are.

Here is the limitation list about create paginated report, it clearly mentions does not support 'live connection' mode:
Considerations and limitations
You can create a paginated report in any workspace.
You can't create a paginated report from Power BI semantic models based on a live connection.
The online editor does not replicate all existing Power BI Report Builder functionality.

Any difference between these report contents? Can you please share some more detail information about this issue? They should help us clarify your scenario and test to troubleshoot.
How to Get Your Question Answered Quickly
In addition, did this report use the data source with live connection mode? As the official document mentions, semantic mode work with this connection mode does not support to use create paginated report feature:

Thank you. The reports that are not showing the Paginated report option are derived from a Saas Model which comes from analysis server. Maybe this is the issue?
