ArcGIS Layers moving and no transparency for heat map

I am using an ArcGIS reference layer from my premium workspace and a data layer with Power BI data. I want the reference layer above the data layer, but every time I filter my data the reference layer moves below the data layer. Since it is a heat map, I can no longer see the reference layer. Additionally, there is no transparency option for a heatmap.
