Any Other way to access other workspaces using Rest Api except My Workspace

Is there an API that will allow me to fetch Power BI resources from selective workspaces other than 'My Workspace'

I'm not so sure about your description, can you please share some more detailed information about these?

How to Get Your Question Answered Quickly 

If you mean get data from power bi group workspace, you required to be a member of that group workspace with enough permissions. (power bi rest APIs with 'in group' means you can use them to access/operate with group workspace)
