Hello there,
I've been doing some research and tests to check if it's possible to use the mobile app in the scenario mentioned in the title.
These specific users shouldn't be able to download the report and only have the right to view the app.
So far no success and I'm afraid I know the answer already. Is there a way/workaround to achieve this?

1.
According to your statement, I think you can try embed to customer (app owns data). Then users outside your organization can see the report without sign in Power BI directly.
2.
You can try publish to web function in Power BI Service. Anyone with the embed code can see your report, so if you have sensitive data in your report this way may not be suitable to you.
3.
Or you can add the external users as guest users and then you can share report with them. They need to have Pro/PPU license if your report is not in P Sku Premium capacity.

Thanks for the detailed answer and sorry for my late reply (holidays).
So if I understand it correctly, there's no way to solve it with the criteria mentioned in the original post?
1. No use of the app Power BI on the mobile phone.
2. Not suitable with sensitive data, as you already mentioned.
3. User can download and edit report.
Also, according to your reaction Azure seems to be indespensable. We would like to minimize the subscriptions.
