Access Management for partners outside AAD of the company, power BI embedded and row-level-security

Hi everyone,

I know this is a PowerBI forum, so I will describe the whole scenario but I understand if you can only help me with the Power BI part.

I have again this scenario, in which a company wants to sell a product to n customers. The product is composed of different APIs and some dashboards.
I have different requirements, but the most relevant for this question are:
- Internal and external users are only able to see their data in both, column and row-level granularity
- There are some pages showing PowerBI Dashboards embedded. The dashboards must filter out data depending on the current user.
- Partners must be authenticated
- Architecture must be scalable and new partners must be easily onboard

What is the best architecture pattern for these requirements?
Maybe AAD B2B collaboration or a Partner Center account?
What about PowerBI license and embedded, does any new partner need a Pro license?

I guess this is a common use case but I'm a bit lost here and will appreciated any comment.
