On the newest verion of Power BI, I dont' see how to add an x-axis constant line, only a y-axis constant line on the analytics menu (on a line graph). In older versions, I could add a vertical line to a line graph - where is that option now. . . .

You can find X-Axis Constant Line and Y-Axis Constant Line in Visualizations – Analytics.
And only for numeric and date data types on the x-axis, the text type does not appear X-Axis Constant Line.

i am unable to add constant line on x axis.
I think they have. Microsoft at it again... Please stop fixing what isn't broken!
