workspace and premium capacity charges

i already have some workspaces assign to premium capacity

if i create new workspace and assign that workspace to premium capacity then will there be any additional cost for that new workspace?

No, the costs are per user if you have a premium per-user license and per capacity if you have premium capacity.
There are no limits to workspaces quantity.
