why power pivot can create relationship, power BI will get error?

my report data all from Power BI, I need create relationship from power BI,
when I try create relationship for this two table from Power BI, it is always get error,
when I import data from power pivot to Power BI, Their relationship will automatic import to Power BI,
all the expression and date is same,
I want report like this, first report from Power pivot, they have relationship.
second report from power BI, they cannot create relationship. please help for this,

See if my post here http://tinylizard.com/segmentation-power-bi/ include comments from Marco Russo helps get you in the right direction.  Not clear if you are hitting the same issues I did... I do think there is a bug in Power BI.
