why are my stacked column chart labels formatted differently?

Hi, these 2 stacked column charts come from essentially the same data.  I checked and double checked the data labels settings in the formatter on each and they seem identical.  But as you can see the top 1 displays a black background behind the label and the bottom one doesnt.  Even after the report is published, i see the same effect.  Why is this happening?

embarrassing.  The top chart had a different viz chosen, specifically "line and stacked column chart".  It was hard to catch because this viz doesnt draw a line even though its description suggests otherwise.  I show before and after below.  This is especially important because when/if pinned to a dashboard, overriding themes makes these numbers almost impossible to read in this tile.

thx Ray.  The first image below shows those attributes for chart on top.  The second for chart below.   The 3rd shows a very suspicious thing in that the top one wont allow me to  change the data label colors to white.  When I do, it flashes and flips back to black even if i pick orange or something else.  The bottom has no problem switching to and staying white.

Chart on top has background "On" or without a 100% Transparency color in the Data label, chart below surely has it turned off or with 100% Transparency.
